That's what I wondered too. Maybe jumping off bridges is against the law, and he was arresting the guy??

Cuff him for his own good. He's obviously not thinking straight so why trust him to not do something stupid? As a person who lives with two Baltimore County cops I have a completely different understanding now of how the police handle situations than I had even just a few years ago.
